Joseph Stalin became a totalitarian leader in 1928. He was the leader of the soviet union. Joseph Stalin was just a General Secretary for the Communist Party, before he was a totalitarian leader. Stalin had finally taken control over the communist party and the USSR, after Vladimar Lenin died in 1922. Then he exiled his biggest rival Leon Trosky. When Stalin became ruler he made the USSR a totalitarian state. Then he made the USSR an industrial power. Stalin maintained power using the secret police and propaganda and he censored all sources of information.
